Pending transaction state update

This is a corner a case.
If a pending tx is accelerated outside of Frame, Frame won't reflect that the transaction has been dropped and replaced.
To reproduce:
- Make an ETH send tx. Deliberately set a low base fee
- Tx will pend
- Accelerate (submit a tx with same nonce) with a different wallet (eg metamask)
- The replacing tx will complete. Previous tx is dropped.
- Tx made at step 1 in Frame will still be displayed as pending

Sometimes even in Frame, the transaction that you submitted with a low base fee, but is confirmed after a few hours, still appears as pending in Frame (without using another wallet to accelerate).
